Purpose

HB3587/Public Act 102-0099 created the Resentencing Task Force to study innovative ways to reduce Illinois’s prison population. The purpose of the Task Force is to ensure sentences of imprisonment promote justice and public safety. Currently, when a person is sentenced there are few meaningful opportunities for release. The Task Force will consider ways for incarcerated people, state’s attorneys, the Illinois Department of Corrections (IDOC), and judges to file resentencing motions to allow second looks for people who previously received long sentences.

Membership

The Task Force consists of the following members:

  1. Member of the House of Representatives appointed by the Speaker of the House.

  2. Member of the House of Representatives appointed by the Minority Leader of the House.

  3. Member of the Senate appointed by the President of the Senate.

  4. Member of the Senate appointed by the Minority Leader of the Senate.

  5. Member appointed by a statewide agency that represents State’s Attorneys and is elected to a county of under one million people.

  6. Member appointed by a statewide agency that represents State’s Attorneys.

  7. Member appointed by the Office of the State Appellate Defender.

  8. Member appointed by an organization that advocates for victims’ rights.

  9. Member appointed by an organization that advocates for sentencing reform.

  10. Member appointed by the Illinois Sentencing Policy Advisory Council.

  11. Three retired judges appointed by the Governor, each from a different judicial circuit or judicial district.

  12. Member of law enforcement appointed by an association representing law enforcement.

  13. Member representing the private criminal defense bar.

Timeline

The task force will meet at least four times and provide recommendations to the General Assembly and Governor’s Office on or before July 1, 2022. The Illinois Sentencing Policy Advisory Council will provide administrative and technical support and appoint a chairperson for the task force.

Task force meetings will be open to the public.

Tenative Proposed Meeting Dates: Feburary 5, March 18, April 29, May 20
