SPAC Analysis Prison Use by ARI Counties
Adult Redeploy Illinois (ARI) is a performance-incentive funding program that awards grants to county governments to reduce admissions to state prisons. ARI, created in 2009 as part of the Illinois Crime Reduction Act (Pub. Act 96-0761), requires a county to reduce prison admissions by 25% from the prior three years.
SPAC created quasi-experimental statistical models to assess the ARI impact and progress. The models test whether a reduction in either the prison admissions rate and/or the probability of an eligible conviction receiving a prison sentence occurs after counties join ARI.
