Senate Bill 1971 - comprehensive sentencing reform from Senator Sims that changes drug penalties, theft/retail theft felony threshhold values, truth-in-sentencing, short-term sentences, habitual criminal (three strike) rules, and nonprobationable/qualified probation eligibility (mandatory minimums), as well as other criminal justice issues.
