Broadly, this proposal (1) reduces the felony class one level for possession and manufacture and delivery of any substance covered by the Cannabis Control Act, the Illinois Controlled Substances Act, and the Methamphetamine Control and Community Protection Act and (2) amends the Unified Code of Corrections to make certain crimes eligible for probation. This fiscal analysis focuses on the changes to prison admissions and lengths of stay in prison.
