House Bill 3613 reduces the minimum prison sentence allowed for all felony classes except Class 4; eliminates the extended terms for all classes, including Class 4; and expands probation eligibility by removing certain offenses from 730 ILCS 5/5-5-3, the statute that lists non-probationable offenses.
