House Bill 2402 and House Bill 2539 increase the property value threshold for a felony offense to $2,000 for retail theft. House Bill 2402 also increases the threshold to $2,000 for theft. The bills also limit some criminal history requirements for penalty enhancements. These changes would reduce both admissions to and length of stay in the Illinois Department of Corrections for these offenses, lowering the prison population over time.
