House Bill 1241 proposes two changes. First, HB1241 expands the requirement to consider specific mitigating factors at sentencing. Currently these factors need to be considered when sentencing people who committed a crime when under the age of 18. HB1241 increases the age to people under 21. The other proposed change allows judges to impose a sentence below the mandatory minimum term of incarceration for eligible people who are being sentenced for an offense committed when they were under 21.
